Lesson 1: ecommerce, cross-border ecommerce and the three defining elements.
This lesson turns the definitions into measurement: how large a market is, how digitalised it is, and why figures with different scopes cannot be placed side by side.
Describe the three stages of ecommerce development and identify one feature of each stage.
Compare market size and online penetration for at least three economies using 2020 data, and explain why the ranking changes depending on the measure.
Explain why domestic online retail data cannot be used as cross-border ecommerce data, using a concrete example.
Interpret a connectivity indicator for a home country and state what it does and does not tell you about ecommerce.
Two headlines appear on the same day. One says "global ecommerce sales passed US$5 trillion". Another says "online retail is only 18% of global retail". A student concludes that ecommerce is both huge and small. Is one headline wrong, or are they measuring different things?
Separating size (how much money) from penetration (what share of retail), and never ranking markets on one measure alone.
Attaching year, scope and source to every figure before using it in an argument.
Recognising the three layers of China's position - domestic market, platforms and firms, cross-border export capacity - instead of treating them as one number.
Students compare a global figure that includes B2B with a single country's B2C retail figure and treat the difference as growth. The scopes do not match.
Penetration is counter-intuitive: a small market can be highly digitalised, and a large market can have low penetration. Students often assume size and sophistication rise together.
Data gaps are read as zeros. When no reliable ecommerce figure exists for a country, the honest answer is "no comparable data", not "the market is zero".

Three stages of ecommerce
是什么
1995–2000 invention: limited bandwidth, simple goods, venture capital, ending with the dot-com crash in 2000. 2001–2006 consolidation: firms shifted from technology-driven to business-driven, broadband spread, search advertising and rich media appeared. Since 2007, reinvention around social, mobile and local services, driven by smartphones, social networks and apps.
The stages explain why today's tools look the way they do: search advertising comes from consolidation, while social and mobile commerce come from reinvention.
Use the stages to date a business model: a catalogue site belongs to an earlier logic; a live-commerce seller belongs to the reinvention stage.
The stages are not a ladder every country climbs in the same order. A market can adopt mobile payments before it builds a mature desktop retail sector.
Each stage changes the bottleneck: access and bandwidth first, then business models and advertising, then devices and social distribution.
The periodisation is a teaching summary. Firms do not switch models on a fixed date, and some sectors skip stages.
B2C size and penetration
是什么
B2C online retail sales measure size in money; online retail as a share of total retail measures penetration. Table 2-1 gives both for 2020.
Size tells you how much money moves; penetration tells you how deeply digital channels have replaced physical ones. Policy and strategy questions need different measures.
Compare at least two measures before calling a market "big" or "advanced": China leads on size, while Korea and the UK show high penetration.
Size is not penetration, and neither is growth. A market can grow in money while its share of retail falls if offline retail grows faster.
Divide online retail sales by total retail sales to obtain penetration; keep the year and the definition of retail consistent.
Cross-country comparisons depend on what each statistical office counts as retail, whether services are included, and how informal markets are treated.
China's position: three layers
是什么
Domestic market size (the largest B2C online retail market in 2020 in Table 2-1), platforms and firms operating globally, and cross-border export capacity.
Treating the three layers as one number produces false claims such as "China's cross-border ecommerce is the same size as its domestic online retail".
When a figure is cited, ask which layer it belongs to: domestic consumption, platform operations, or cross-border trade.
Domestic online retail counts purchases inside China; cross-border ecommerce counts transactions between different customs territories. They overlap in neither direction.
Match each layer to its own source: national statistics for domestic retail, company disclosures for platforms, customs statistics for cross-border trade.
Platform data may include GMV from many countries; customs data may include goods sold through many platforms. Neither maps neatly onto the other.
Home countries and data gaps
是什么
Verifiable indicators such as World Bank internet use describe connectivity. In 2024, internet use was 35.0% in Kenya, 41.2% in Nigeria and 53.4% in Bangladesh.
Connectivity is a precondition for online shopping, but it is not the shopping rate and says nothing directly about purchasing power or platform coverage.
Use it as a background indicator, label the year, and state explicitly that ecommerce-size data are missing when they are.
Internet use is not online shopping penetration. A country can have high connectivity and low online retail if payment, delivery or trust are weak.
Report the indicator with its definition and year; then separate what it supports (potential access) from what it cannot support (market size).
Cross-country surveys differ in frequency and method; missing years should be shown as gaps, not interpolated without a note.

Three stages of ecommerce
B2C size and penetration
China's position: three layers
Home countries and data gaps
The textbook divides ecommerce into three stages. 1995–2000 was invention: bandwidth was limited, catalogues were simple, venture capital rushed in, and the period ended with the dot-com crash in 2000. 2001–2006 was consolidation: firms moved from technology-driven experiments to business-driven operations, broadband spread, and search advertising and rich media became viable. Since 2007, reinvention has combined social, mobile and local features through smartphones, social networks, apps and local services. The stages matter because they explain why today's tools are bundled the way they are: search advertising belongs to consolidation, while social and mobile commerce belong to reinvention.
With the history in place, the harder question is measurement. Two numbers are often confused: market size and penetration. Size is the value of online retail sales, usually in dollars. Penetration is online retail as a share of total retail. Textbook Table 2-1 gives both for 2020: China US$1,414.3 billion and 24.9%; the United States US$791.7 billion and 14.0%; the United Kingdom US$130.6 billion and 23.3%; Korea US$104.4 billion and 25.9%; Canada US$28.1 billion and 6.2%; Australia US$22.9 billion and 9.4%; Singapore US$3.2 billion and 11.7%.
Read the table slowly. China is by far the largest in money - about 1.8 times the United States and about 13.5 times Korea. But Korea's penetration (25.9%) is slightly higher than China's (24.9%), and the UK is close behind at 23.3%. The United States, despite its size, has a penetration of 14.0%. If you ranked these markets by size, you would get one order; by penetration, another. Neither ranking is wrong, but each answers a different question: how much money moves, versus how deeply online channels have replaced physical retail.
The textbook adds a global check: B2C was only about 18% of global retail in 2022. That single sentence prevents a common mistake - treating the visible platform economy as the whole retail market. More than four-fifths of retail still happened offline. For a seller, this is not a reason to ignore ecommerce; it is a reason to ask which categories and which customers have actually moved online.
Then there is the scope trap. A headline may say "global ecommerce sales exceeded US$5 trillion in 2022", citing eMarketer and including both B2B and B2C. Another may say "global retail ecommerce was about US$5.2 trillion in 2021" (textbook §2.8). The numbers look similar, but the years and the inclusion of B2B differ. A third figure may give one country's B2C online retail. Placing them side by side without labels produces apparent contradictions that are really definitional differences.
China's position is best described in three layers. The first is domestic market size: Table 2-1 makes China the largest B2C online retail market in 2020. The second is platforms and firms: Chinese platforms operate internationally, and their GMV may include sales in many countries. The third is cross-border export capacity, which customs statistics measure differently. Domestic online retail counts purchases inside China; cross-border ecommerce counts transactions between different customs territories. Neither figure can stand in for the other.
For students' home countries, comparable ecommerce-size data are often missing. The honest approach is to use indicators that exist and label what they measure. World Bank data put internet use in 2024 at 35.0% in Kenya, 41.2% in Nigeria and 53.4% in Bangladesh. These figures describe potential access. They do not tell you the online shopping rate, average spending, platform coverage, payment habits or delivery reliability. If no reliable ecommerce-size figure exists, write "no comparable data" and explain the gap; do not enter zero, and do not extrapolate from a neighbouring country.
A practical routine for any figure in this course: first, identify the entity (world, country, platform, firm); second, identify the measure (GMV, revenue, retail sales, penetration, users); third, identify the year; fourth, identify the source and whether it is primary or relayed. Only then compare. This routine is slower than reading headlines, but it prevents the most common error in discussions of the global landscape - comparing numbers that were never measuring the same thing.
Finally, resist the temptation to turn a landscape into a league table. Rankings by size reward large populations and rich economies; rankings by penetration reward small, highly urbanised markets. A country can be small in money and advanced in digital adoption, or large in money and still mostly offline. For strategy, the useful question is not "who is first" but "which measure matters for the decision I am making".
例子
Example 1: big but not the most digitalised
In 2020 China's B2C online retail was US$1,414.3 billion, 24.9% of retail, while Korea's was US$104.4 billion, 25.9% of retail. China is about 13.5 times larger in money, but Korea's penetration is slightly higher. Size and penetration answer different questions.
Size versus penetration.
Example 2: a connectivity figure is not a market size
Kenya's internet use was 35.0% in 2024. This tells you about potential access, not how much Kenyans spent online, which platforms they use, or how reliable delivery is. Using it as an ecommerce size would be a category error.
Indicator scope and data gaps.
Case: three headlines, one argument (teaching case)
Teaching case written for this lesson; the headlines are paraphrases of textbook figures, not live news. Headline A: global ecommerce sales exceeded US$5 trillion in 2022, including B2B and B2C (textbook citing eMarketer). Headline B: China's B2C online retail was US$1,414.3 billion in 2020, 24.9% of retail (Table 2-1, UNCTAD). Headline C: Kenya's internet use was 35.0% in 2024 (World Bank WDI).
A student wants to argue that "China's ecommerce is about a quarter of the world's". She divides B by A and presents the result as a share of global ecommerce. Is the calculation meaningful?
Normalise the three items: entity (world / China / Kenya), measure (ecommerce sales incl. B2B / B2C online retail / connectivity), year (2022 / 2020 / 2024), source type (industry estimate relayed by a textbook / UNCTAD table relayed by a textbook / World Bank database).
The division is not meaningful: the numerator is one country's B2C retail in 2020, the denominator is global ecommerce including B2B in 2022. The case has no data that would allow a correct share to be computed; the honest conclusion is that the comparison cannot be made with these three figures.
Size versus penetration; scope and year; domestic versus cross-border; indicator limits.
Which pairs of figures can be compared directly, and which cannot? Give a reason for each.
What additional figures would you need to compute China's share of global B2C online retail?
What can Kenya's 35.0% internet use legitimately support in an argument, and what can it not?
Rewrite the student's claim so that it is defensible with the available evidence.
Do not let the class hunt for a "correct" percentage. The learning point is that the question is unanswerable with these inputs. Ask students to label entity, measure, year and source for each headline; most errors disappear at that step. Then ask what a defensible sentence would look like: for example, "in 2020 China was the largest B2C online retail market in the table, with 24.9% penetration".

Bars show online retail sales (US$ billion); brackets show the online share of total retail. China is largest, while Korea and the UK show equal or higher penetration.
Compare bar lengths for size. China's bar is about 1.8 times the US and about 13.5 times Korea.
Then read the bracket for penetration. Korea (25.9%) is slightly above China (24.9%), and the US is only 14.0%.
The chart cannot tell you growth, profitability or cross-border trade; it measures 2020 online retail sales and share only.

China's domestic online retail can stand for its cross-border ecommerce.
They are different scopes: domestic purchases inside China versus transactions between customs territories.
Internet use is the online shopping rate.
Internet use measures access. Shopping also needs payment, delivery, trust and platform supply.
If a country has no ecommerce figure, its market is zero.
Missing data are a gap, not a zero; write "no comparable data" and explain.
Two dollar figures can always be compared if both are in dollars.
Currency does not align scope, year or whether B2B is included.
Which measure would you use to decide whether to enter a market: size, penetration, or connectivity? Why?
Find one ecommerce headline and label its entity, measure, year and source. Does the claim survive the labelling?
Why might a government prefer to report domestic online retail rather than cross-border ecommerce?
What would you need to know about your home country before claiming its ecommerce market is "small"?
Defend or withdraw a headline in 10 minutes
Practise labelling entity, measure, year and source, and rewrite a claim so that it is supported by evidence.
2 min Each pair writes one ecommerce claim they have heard, in one sentence.
4 min Underline the number, then write four labels beside it: entity, measure, year, source.
2 min Mark the claim as supported, unsupported, or unanswerable with the available figures.
2 min Rewrite one unsupported claim into a defensible sentence and read it aloud.
One labelled claim and one rewritten sentence.
Choose two or three pairs to read their rewrites. Look for the difference between "China is the largest B2C online retail market in 2020" (supported by Table 2-1) and "China is a quarter of global ecommerce" (not supported). If a pair says "unanswerable", treat it as a success, not a failure.
