- Chapter 1, §1.2.1–1.2.2 and §1.7; Chapter 2, §2.1 and §2.2.4
- Lessons 1 and 5–6: ecosystem, routes, and the difference between platform, seller and brand.
- This lesson turns the ecosystem map into a time-ordered process: who acts at each step, what can fail, and how money and goods move on different clocks.
- Identify upstream, midstream and downstream actors, and separate core actors from supporting services.
- Sequence a cross-border B2C order into six steps and assign each step to an actor.
- Explain why goods and money move on different clocks in B2C and B2B.
- Use PESTEL to identify which step of an order a macro change affects first.
Ama orders a backpack from Shenzhen on day 0. It reaches Accra on day 14. In between, a payment provider authorises the card, a forwarder collects the parcel, an export declaration is filed, a flight departs, customs inspects, a motorcycle courier delivers, and the platform releases the money. At which point is the order most fragile - and who is responsible when it breaks?
- The chain is a division of labour: each actor performs one task and hands over a record.
- Money and goods move on different clocks; the gap is the source of cash-flow and trust problems.
- PESTEL is not a list to recite; each factor must be traced to a specific step.
- Students draw the chain as a straight line and miss that the platform coordinates rather than transports.
- They assume the buyer's payment reaches the seller immediately; settlement windows and deposits are invisible.
- PESTEL is recited as six words without linking any factor to a step or a cost.
Upstream, midstream, downstream
- §1.2.1: upstream is the supplier (manufacturer or brand), midstream the cross-border platform (B2B or B2C), downstream the end consumer.
- The three positions have different assets and risks: production capacity, coordination and demand.
- Place each actor in one of the three positions before discussing responsibility.
- A seller on a platform is downstream of the platform but upstream of the consumer; position depends on the transaction you are analysing.
- Goods flow downstream; demand signals and money flow upstream; the platform coordinates information.
- Vertical integration blurs the positions: a brand may manufacture, sell and operate its own site.
Supporting and peripheral actors
- §1.2.2: logistics, payment, customs inspection, finance and marketing services support the three stages; marketing, advertising and translation are peripheral actors. The macro environment surrounds all of them.
- The order fails if any supporting service fails, even when buyer and seller agree.
- When diagnosing a failure, check whether it sits with a core actor or a supporting service.
- Supporting services are necessary for every order; peripheral actors improve reach and conversion but are not always present.
- Forwarders stitch pickup, main line, clearance and last mile; payment providers authorise and settle; customs inspects and assesses duty.
- Actors overlap: a platform may offer logistics and payment, and a forwarder may arrange clearance.
Order flow and three flows
- Order and payment, seller preparation, export declaration, international transport, import clearance, last-mile delivery and after-sales. Goods, money and information move along different paths.
- Each step produces a record and a possible failure point; the three flows explain why an order can be paid but not delivered, or delivered but not settled.
- Draw the six steps and mark the record at each handover.
- A step is not an actor: the same step may involve several firms, and one firm may perform several steps.
- Goods move forward; money moves backward in stages; information moves both ways for tracking and disputes.
- The sequence varies by channel, market and product; B2B adds contracts, audits and letters of credit.
PESTEL in the flow
- Political, economic, social, technological, environmental and legal factors shape the environment. In an order, each factor hits a specific step: exchange rates hit pricing, privacy rules hit marketing, de-minimis changes hit clearance and direct mail, infrastructure hits last mile.
- Macro changes are abstract until mapped to a step, a cost and a responsible actor.
- For each PESTEL factor, write the step it affects and the cost it changes.
- PESTEL is a scanning tool, not a causal proof; it identifies where to look, then needs evidence.
- Scan the destination market, trace the factor to a step, then test the effect with data or a scenario.
- Factors interact: a tariff change and a currency move can offset or amplify each other.
Upstream, midstream, downstream
Supporting and peripheral actors
Order flow and three flows
PESTEL in the flow
Begin with the map. Textbook §1.2.1 divides the chain into upstream (supplier or brand), midstream (cross-border platform) and downstream (end consumer). §1.2.2 adds supporting services - logistics, payment, customs inspection, finance and marketing - plus peripheral actors such as advertising and translation, all inside a macro environment. The map is useful because it assigns different assets: production capacity upstream, coordination midstream, demand downstream.
But a map is static; an order is a sequence. Take Ama's backpack. On day 0 she orders and pays. The payment provider authorises the card; the platform records the order. On days 1–3 the seller packs the parcel; a forwarder collects it and files the export declaration. On day 4 a flight departs. Around day 8 the parcel reaches an international hub; around day 11 it arrives in Accra for inspection; on day 13 a motorcycle courier delivers; on day 14 Ama signs and the platform releases funds. Six steps, many firms, one order.
The first analytical distinction is between steps and actors. A step is a task: export declaration, international transport, import clearance. An actor is an organisation that performs it. One step can involve a forwarder, a broker and the platform's logistics arm; one firm can perform several steps. When something fails, locate the step first, then the actor. This prevents the common mistake of blaming "the platform" for a customs delay it does not control.
The second distinction is between goods and money. Goods move forward through the chain; money moves backward, but not at the same speed. In B2C the consumer pays immediately, while the seller is paid after the platform's settlement window, often after delivery or confirmation. In B2B, payment is commonly a deposit plus a balance, sometimes a letter of credit. The gap between payment and settlement is a real cost: it determines working capital, and it explains why sellers care about platform payout rules as much as about price.
The third distinction is domestic versus cross-border. A domestic order has one customs regime and one consumer-protection regime. A cross-border order adds two boundaries: export and import. Each boundary brings declaration, duty, product standards and data requirements. It also adds time and uncertainty: the buyer cannot touch the goods, and the seller cannot see the buyer. §1.7 lists these as core challenges, and they are why supporting services take a larger share of cost in cross-border trade.
Now the macro environment. PESTEL is often recited as six words. A better use is to trace each factor to a step. Political factors include trade policy and sanctions, which hit clearance and market access. Economic factors include exchange rates and demand, which hit pricing and inventory. Social factors include payment habits and trust, which hit checkout and returns. Technological factors include network coverage and platform algorithms, which hit discovery and last mile. Environmental factors include packaging rules, which hit materials and clearance. Legal factors include privacy and consumer law, which hit marketing and after-sales.
A concrete example: if the destination lowers its de-minimis allowance, low-value parcels face duty. The first effect is at import clearance and in the direct-mail cost model; a seller may shift to an overseas warehouse. The factor is legal; the consequence is a step and a cost. Without that trace, PESTEL remains a list.
Finally, use the flow to ask diagnostic questions. Where is the record? Who holds it? Which clock is running - goods, money or information? If the parcel is stuck, is it awaiting a document, a payment or a flight? If the buyer complains, is the issue quality, delay or duty? These questions turn a vague "cross-border is complicated" into specific, checkable problems.
Example 1: the same step, different actors
Import clearance may be handled by a forwarder, a customs broker or the platform's logistics arm. The step stays the same; the responsible firm changes, and so does the point of contact when something goes wrong.
Step versus actor.
Example 2: a macro change traced to a step
If the destination lowers its de-minimis threshold, low-value parcels face duty. The first effect is at import clearance and in the direct-mail cost model; a seller may shift to an overseas warehouse. The factor is legal; the consequence is a step and a cost.
PESTEL in the flow.
Case: Ama's backpack, a 14-day journey (teaching case)
- Fictional order for practising flow-actor pairing; it does not represent a real transaction. Ama in Accra orders a US$38 backpack from a Shenzhen seller on a cross-border B2C platform on day 0.
- The order crosses two borders and involves at least six organisations. If it is late or damaged, the buyer sees one seller, but the cause may sit with a payment provider, a forwarder, an airline, customs or a local courier.
- D+0 order and card authorisation; D+1–3 seller packing and forwarder pickup, export declaration; D+4 flight departs; D+8 arrival at an international hub; D+11 arrival in Accra and customs inspection; D+13 motorcycle courier; D+14 signature and platform settlement. Each handover produces a record: order number, payment authorisation, pickup scan, declaration number, flight number, clearance notice, delivery receipt.
- No real tracking or cost data are used. The observable structure is the sequence and the records. The seller controls packing and handover; the platform controls order and settlement records; the forwarder and customs control transit and clearance; the local courier controls last-mile delivery.
- Upstream/midstream/downstream; supporting services; order flow and three flows; PESTEL traced to steps.
- Place each of the six steps under: core actor action, logistics support, customs support or funds support.
- Which single step is most likely to fail without a document, and why?
- If the cedi depreciates during the 14 days, which step and which party are affected first?
- Which records would you ask for to prove that the delay was not the seller's fault?
Draw the timeline and let students place the actors. The key move is to separate task from organisation. Expect students to blame the seller for a customs delay; ask who files the declaration and who can answer the customs query. Close by asking which record proves each claim.

- Read the six boxes as tasks, not as firms; each task may involve several organisations.
- At each handover, ask what record is produced; records are what make a delay traceable.
- The flow is a teaching simulation; B2B adds contracts, audits and letters of credit, and some channels skip steps.

Map the 14 days in 12 minutes
Assign actors and records to each step, then locate the most fragile handover.
- 4 min Draw the six steps on a timeline from D+0 to D+14.
- 4 min For each step, write the actor and the record produced.
- 2 min Mark the handover most dependent on a document.
- 2 min Write one PESTEL change and the step it would hit first.
A six-step timeline with actors, records and one macro risk.
Do not accept "the platform" as the actor for every step. Ask who physically holds the parcel and who files the declaration. The record column is where most groups are weakest.
